At violence-wracked youth prisons, Walker has a 16% solution

To get the state's scandalously-managed youth prisons into compliance with something called the federal "Prison Rape Elimination Act," Scott Walker in his budget is proposing a 16% solution.

Though Democrats and Milwaukee government officials have called for the closure of the Lincoln Hills School for Boys and Copper Lake School for Girls, Walker is instead proposing to hire eight new staff members to push the Irma detention center toward compliance with the federal Prison Rape Elimination Act. The facility needs about 50 more staff members to be compliant.

Cut in 2011 a flat $20 per month from welfare recipients to prod them to find work, booted more than 60,000 food stamp recipients from the program for failing to meet work requirements, sought to drug-test some food stamp recipients at the risk of their benefit, obstructed Medicaid expansion in Wisconsin at great state taxpayer expense, put in place six years of tax increases for some low-income renters and homeowners and tolerated lax enforcement of clean drinking water regulations near big dairy operations and animal feeding operations in Kewaunee County and elsewhere.
