Trump, Bolsonaro and English grammar

Donald Trump:  "I also intend to designate Brazil as a major non-NATO ally..."

I saw a headline about this quote, and... not kidding here, for a moment, the vagaries of the English language made me wonder if Trump had a moment of opposition to creeping fascism.  Allow me to explain.

"non-NATO ally"

Grammatically, this phrase could mean a country that is the opposite of an ally to NATO, with the "non-" negating the phrase, "NATO ally."  Alternatively, it could mean an ally even though not a member of NATO.  For a moment, my grammatical spidie-sense screwed up, and gave me the former interpretation, which would have meant Trump taking a stand against creeping fascism around the world.  This is why English is great for poetry, and terrible for everything else.
